What is Tullklar?

You describe what you're importing in plain language, or upload an invoice, and the assistant helps you find the right HS and TARIC codes, calculate duty, VAT, and national charges, watch quotas and rule changes, and fill in the official Tullverket declaration. It all happens in a single conversation, and you confirm every step. The decisions are always yours.

Who is the service for?

Anyone importing goods to Sweden from countries outside the EU — private individuals, small businesses, and growing importers. It's particularly valuable if you want to know what an import will actually cost before placing the order, or need to track rule changes that only large companies typically monitor.

What types of goods are covered?

Accepted Answer

Most standard imports to Sweden. Monitoring covers duty rates, quotas, and document requirements; the calculator handles duty, VAT, national charges like energy and CO2 tax, and anti-dumping duties. Exceptions include alcohol and tobacco, weapons and ammunition, and goods requiring special permits — for these we recommend contacting a professional customs broker.

Do I still need a customs broker?

Tullklar is an AI assistant, not a customs broker. In the chat you can look up duty rates, quotas, and document requirements, calculate the landed cost of your invoices, and produce a pre-filled Tullverket PDF when you actually need to declare. For complex setups like customs warehousing, inward processing, transit procedures, or ATA carnets, a customs broker is still the right choice, and we complement rather than replace that role.

What languages is the service available in?

The service is available in Swedish, English, Turkish, Arabic, Chinese, Thai, Persian, Vietnamese, and Polish. You can easily switch languages using the language selector in the menu. Invoice analysis works regardless of what language the invoice is written in.

How does Tullchat work?

Accepted Answer

You write to the assistant just like you would to a colleague. Describe your product, paste a TARIC code, or upload an invoice, and Tullchat responds with what you need: code suggestions, duty rates, a landed-cost calculation, or a finished declaration. Results appear as cards that you review and confirm. You drive the conversation and can ask for clarifications or changes at any time.

What can I ask Tullchat?

Plenty of things: look up and compare HS and TARIC codes, check duty, VAT, and national charges for a product and country of origin, compare the cost of buying from different countries, check quota status and anti-dumping duties, and prepare a pre-filled Tullverket declaration from an invoice. You don't need to know the jargon, just describe what you're importing.

Do I have to upload an invoice to get answers?

Accepted Answer

No. Describe the product or paste a TARIC code and pick a country of origin, and you get the full duty picture in seconds: base duty rate, any anti-dumping, quota status, certificate requirements, and national charges. These lookups are free and unlimited, and you don't need an account to start (the free chat allows a few messages a day). An invoice is only needed when you want the assistant to prepare a complete declaration.

How do I create a customs declaration in the chat?

Accepted Answer

Upload your commercial invoice in the chat, and the assistant reads the seller, buyer, goods, quantities, and prices, suggests HS codes, and fills in the declaration for you. You review the suggestions, adjust whatever you need directly in the conversation, and confirm. Once everything is correct, you get a pre-filled PDF to download. Most people are done in a few minutes.

What documents do I need?

You need your commercial invoice from the supplier. The invoice should contain information about seller, buyer, goods description, quantities, prices, and shipping terms. If you have a bill of lading or packing lists, they can also be helpful, but are not necessary.

How does the HS code classification work?

Accepted Answer

The assistant analyzes the goods descriptions you provide or upload and compares them against the TARIC database with over 15,000 commodity codes. You receive ranked suggestions with explanations in the chat, but you always choose the final code yourself.

Can I edit the suggestions before I confirm?

Accepted Answer

Yes, absolutely! The assistant's suggestions are a starting point. You can adjust all fields directly in the conversation, importer, exporter, goods descriptions, quantities, prices, and HS codes, and add or remove goods items before the declaration is generated. Nothing is saved or submitted without your confirmation.

Do you submit the declaration for me?

Accepted Answer

No. You receive a pre-filled PDF of the official Tullverket form and then submit it via Tullverket's e-services or in paper form. We do not submit the declaration for you, you retain full control.

How does the quota management work?

Accepted Answer

We fetch daily updates on tariff quotas from the EU's TARIC database. If you watch an HS code with an active quota in the chat, you see quota status, consumption level, and risk of the quota closing. This helps you plan imports to take advantage of preferential duty rates.

How are national charges (punktskatter) handled?

Accepted Answer

The service automatically identifies and calculates Swedish national charges — such as energy tax, CO2 tax, and sulphur tax — for applicable goods like fuels and oils. These charges appear in the tax breakdown and on the PDF in box 47 with the correct tax codes. Certificate-based exemptions are also supported.

How does anti-dumping duty handling work?

The service detects anti-dumping and countervailing duties based on the HS code and country of origin. If company-specific duty rates exist, you can select your specific company code to get the correct rate instead of the standard residual duty.

What are Meursing codes and how are they handled?

Accepted Answer

For certain processed food products (typically chapters 17–21), the EU requires an additional code based on the product's composition — sugar, starch, milk fat, and milk protein content. The service guides you through entering these percentages and automatically resolves the correct Meursing additional code.

How is my data protected?

Accepted Answer

All data is transferred with TLS encryption and stored securely on servers within the EU. We use modern security practices including encrypted databases, secure authentication, and regular security audits. Uploaded invoices are stored in encrypted form.

Do you share my data with anyone?

No, we never share your business information with third parties without your explicit consent. We use your invoices and declarations only to provide the service. Payments are handled securely via Stripe without us seeing your card details.

Who is legally responsible for the declaration?

You as the importer are always legally responsible for the accuracy of your customs declaration. Our service is a tool – we assist, but you make the final decisions and confirm that the details are correct before submitting to Tullverket.

Are the HS code suggestions legally binding?

Accepted Answer

No, our HS code suggestions are just suggestions based on automatic analysis. They are not legally binding and do not replace a binding classification decision from Tullverket. For goods where classification is uncertain, we recommend applying for such a decision.

How long do you keep my declarations?

Accepted Answer

We keep your declarations and associated documents as long as you have an active account. You can download or delete your declarations at any time. When you delete your account, all your data is deleted within 30 days in accordance with GDPR.

What does the service cost?

295 SEK/month, a single plan. It gives you unlimited access to Tullchat: unlimited messages, declarations, and watches, invoice analysis, plus full code and duty lookups. No commitment, no overage fees.

Is VAT included in the price?

Accepted Answer

Yes, the 295 SEK/month includes 25% Swedish VAT. The price you see is the price you pay. On invoices and receipts, the VAT amount is specified separately.

What payment methods do you accept?

We accept all common credit and debit cards (Visa, Mastercard, American Express) via our payment partner Stripe. The subscription amount is charged automatically every month.

Can I cancel my subscription?

Yes, you can cancel at any time via your account. Your subscription continues until the end of the current billing period, and you have full access until then. No commitment period or notice period.

Can I get a refund if I change my mind?

Yes. You have a 14-day right of withdrawal from the payment date under EU distance-selling rules. Email support@tullklar.se within that window and we will refund the full amount at no cost. After 14 days you can cancel anytime, but you keep access until the end of the period without a refund.

Is there a free trial period?

You can use the chat free without an account, with a few messages a day and unlimited code and duty lookups. New accounts also automatically get 7 days of full access. After that, full features require the 295 SEK/month subscription, which can be cancelled at any time with no commitment.
